Utilizing a unique city-level panel that links industrial robot adoption to adjudicated criminal cases and offender profiles, this paper asks under what institutional conditions automation can be harnessed to support safer, more inclusive cities in China. Focusing on stratification generated by the hukou system, we find that robot exposure primarily raises property crime among migrant (non-hukou) populations, with little effect on local hukou residents or on violent crime. Crucially, these effects are markedly weaker in cities with more inclusive institutional environments, where entry thresholds to urban entitlements are lower and inequality is milder, highlighting that institutional design can buffer the social side effects of technological change. Complementary micro-evidence shows that hukou-based labor-market segmentation and barriers to social integration are the key channels linking automation to crime; where employment opportunities, social insurance coverage, and local attachment improve for migrants, the crime response attenuates. The results indicate that aligning automation with inclusive urban institutions can mitigate distributional pressures on migrants and help translate productivity gains into broader social benefits.
本文构建了一个独特的城市层面面板数据,将工业机器人采用与经审理裁判的刑事案件及被告人信息相链接,旨在探讨在何种制度条件下,自动化能够被有效利用以促进中国城市的安全与包容。围绕户籍制度所造成的分层,我们发现:机器人暴露主要推动流动人口(无本地户籍)群体中的财产型犯罪,而对本地户籍居民及暴力犯罪影响甚微。更为关键的是,在制度环境更具包容性的城市(城市权益获得门槛更低、总体不平等程度较温和)上述效应显著减弱,表明制度设计可以缓冲技术变革的社会副作用。微观证据进一步显示,基于户籍的劳动力市场分割与社会融入障碍是自动化影响犯罪的关键渠道;当流动人口的就业机会、社会保险覆盖和地方依附感得到改善时,犯罪响应随之减弱。总体而言,结果表明,将自动化与包容性的城市制度相协调有助于缓解流动人口面临的分配性压力,并将生产率提升转化为更广泛的社会福利。
